Philosophic Governance

Chapter 1


We need Philosophers as rulers in every healthy Democracy -
why because ‘Nothing is Certain’ on this earth?

Jeremy Bentham’s utilitarian philosophy, rightly says:

‘Moral, Social and Politics as often  should be directed torward of showing greatest good for the largest number  of people.’ if it is combined in the philosopher then governance may be meaningful, else he might face what ‘Dara Shikov’ faced between 1615 and 1659 CE, being the ‘heir apparent’ to Shah Jehan the Magnificent, for this Emperor failed in good governace; people governed always looked for ‘some great help for them’. That ought to be borne in mind in any governance plan else doom is always close by as it happened in 1947 India when partition of India took place, one need to remember.

Jinnah failed as architect of Pakistan, in a matter of twety five years further got divided into Pakistan and Bangladesh , Why ,just because of governance failure.


History throws several lights and arc lights on the doctrine of ‘governance’;

Comey is right; true he is to be ‘loyal to the Nation’, not to any man that is why FBI is founded. Besides these days politics is murky ; lot of deceptions ;

besides politicians, always  fall a prey to their own ‘self deception syndrome’(SDS), when one reads his book - my book How we misinterpret our energy talks on by its 52 essays of 70 yrs experience of india, besides citing other advanced countries, like US  too, for their own failures; see how ‘currencies’ is falling into a ‘self deception’ for economy; see IMF is concerned today, just because Trump imposed tariff on Chinese products, indeed his ‘idea’ is obvious immaturity, - the fact is politics being utter falsehood perception, should not interfere with natural resources; but these politicians only misuse falibility power of the ‘defacto control’ mechanism on their factual ‘dejure citizenry’; - so vitally Trump need to know, quite a lot from Mrs Bush’s views, who passed away at 92 yesterday, ‘why even all present day republicans too.

If they were basically ‘sensible’ persons, just to be in power, the route is not to give power to any more so called people like some  ‘immature persons’, more so, people like Mr Trump that means politics creates and wobbles in Democracy - inequality wealth ‘rule’ gets control; not based on the 'Equality' idea, what Jefferson wanted in politics,in the U S, not on the Adam Smith idea of Capitalism.

That is obvious ‘inequality’, based thought; yet true, you have to live with the  ‘certain’ rustic contradictions;

that does not mean ‘political power sharing should ever be with ‘sensible people’ who are well known in 'equality' doctrines or dictums;

That led to the thought of Institutional paradigms conceived by Montesquieu under ‘Separation of powers’, for Montesquieu felt ‘never things move absolutely in power, for ‘power corrupts mind’ of any man, when ‘absolute power is present in one’s hands, it obviouly corrupts the ‘Mind’ ‘Absolutely’;

So conceived the Institutions with ‘absolutely’ autonomy with ‘checks and balances based thoughts: that way Federal Reserve was conceived too:
 - Fed is there to ‘control the Economy’ reasonably, not necessarily perfectly, the president is expected and need to ‘high light’ the importance of 'equality' always; that is the  ‘robust’, for any advanced democracy’ to please the citizenry, with ‘No Malice’ on any, the honorable president need to think once he takes over as the president.

Nothing works,tolerably, without ‘tolerance paradigm’ in any sphere of activity; that is what Ashoka says of his own experience in Kalinga war even though,  his own succession led him, where he killed his own blood ‘elder brother’ sinces he was favored by his father, Emperor Bindusara, at his own death bed;

if tolerane was there why Ashoka being a second son should rush for his own accession for thrown. Obvious ‘greed’ for ‘absolute power’ self deception syndrome ; he even burnt down, his own some extralegal ‘wives’ in the harem, that shows he really fell a prey to absolutism and that  wanted to treat these women, ‘worse than’ very slaves;

why then you have many women in harem?, he never questioned himself; but ‘all these things’ are kinds of ‘absolutism’ power based ideas;

once you realize the defects, you change; that way he modified Buddhist thought to his own reasons; but that good thought, at his senility based old age confirms his character- for ‘character is fixed in one when he repeatedly do things again  and again, that still holds on him, that ‘syndrome’ still faltered and prevailed, like in his youth;

he desecrated very Buddist monasteries, he built - ‘man suffers’, from all kinds of self deceptions, is proved time and again.

When once you are sober, you modify  into that sobriety is vital. But you don’t is the fact of living experiences;

You could have seen in Indians Mahabharat war, even ‘Bhishma’ succuumed to the Kauravan pressure, that led him under his own self prescription, ‘you be faithful to the salt you ate’, so he, when he was asked to mediate and, arbiter, when Pandavs were saved from being burnt down by Kauravs in making the ‘lac’ built palace was in flames, by Kauvravs, but Pandavs were saved by Vidhura another grand father - to avoid unnecessary destruction, Bhima was clalled to mediate, in the mediation, Pandavs own territory was divided between Kauravs and Pandavs, unconscious view of bestowing ‘fertile parts to Kauravs’ while ‘not so fertile parts were given to Pandavs’ - so, in the name some irresponsible ‘Ethicality’ conceived in the doctrine that you shall have to be faithful to one who feeds you,’ - as you forget, your service to the Kavravs are natural compensation very Bhishma gave to Kavravs, when so, why so called ‘Salt theory’ came into being none questions; obvious impartiality is ‘dead is the factum’.   

If we read Ashokan rock edicts: XII - it is   a call - for religious tolerance and civility in public life  - or as he puts it:

‘Restraint in Speech’:

‘..that is , not  praising one’s own religion or condemning  the religion of others without good cause….Whoever  praises his own , due to excessive devotion , and condemns other with the thought , “Let me  glorify my own religion” only harms  his own religion. Therefore, contact  between religions is good . One should  listen to and respect  the ‘doctrines’ professed  by others. Beloved-of- the- Gods, King Priyadassi, desires that  all should be well learned in the good doctrines of other religions.’

When we saw in 1947 parition of India, by the British,  Md. Ali Jinnah claimed, per se, an Oxford historian, of India -  ‘Faizal Devji’, calls ‘In social background, and cultural (bias of)  habits, ‘multipley marginal’ [British India’s 70 million Muslims, spread over, NWFP,  to Assam, from Kashmir to Kerala, were the world’s most diverse group of Muslims.They encompassed  all thec major theological schools (of thought) and Sects, from ‘sunthetic’ Sufis to the ‘purist’ Wahabbis. They ranged from the big landowners of the northern United Provinces ( undivided UP) to landless  in (then) Bengal, from highly literate to uneducated. (Jinna’s family was from Ismaili Khojas, a sect of Shia Islam , for its liberal and pagmatic views, considered a little better than ‘heretics’ by many Indian sub continent ‘s dominant Sunni Muslims - Jinnah was  well known for his own western beliefs of British constitutionalism, that led him become a Barrister in London as also in Bombay - [Raj’s decenniel census in 1871 surveyed towns and villages, frequently encountering people who thought of themselves as simply elonging to  ‘local sects’ or others who were ‘comfortable’ with worshipping at temples( of hindus) and shrines (of muslims), as well as Mosques. The instrumentalities of the modern state have , a low tolerance  for ‘ambiguity’, though.  For the purpose of ennumeration , the ‘Census’ asked  individuals, to ‘caption’, themselves, more ‘abstractly’,: Hindus,  Christian, Sikh, or Muslim. So plural identities narrowed  and began  to have a sense of themselves as belonging,  to either political majorities or minorities….

Jinnnah,  grew up far from  the heart of British coalescing  Muslim politics, which lay with the Urdu speaking  landowners in United provinces…...Drama alone can never help, in working out ‘governance ‘ in a polity; politics not well honed might land in disaster, that way his drama really killed a million in the massacre that followed due to partition - immature politics would irrepairably damage...




Drama alone can never helps any:


Lord Buddha rightly said ‘enlightenment’ means you have to ‘doubt everything’, so be slow for any fast moves  not reliable, is his warning;  ‘doubt everything find your own light’;

Meditation is very slow process to understand, yet most desirable path followed by any great philosopher; so too any enlightenment of any man takes very long time.

Without verifying, like Buddha left his wife and son safe custody of his parents, left to forests to appreciate and understand the world, that way, till he cleared himself  ‘you clear your’ his own doubts, - ‘you shall not accept anything, once accepted stand by it’, whatever, once accepted, it is is the doctrine of Governance’ he realized; else governance fails.

Always work for ‘win win’ situation, obvious very long course, yet, then ‘warring thoughts’ will not arise in you yourself;

that was the idea of law and Balakrishnn


‘No intelligent  man believes that  anybody ever willingly   errs or willingly does base  and evil deeds; they are all well  aware that all who do base and evil  things, do them ‘unwillingly’. There are two sides  to every question’ said Protagorus [c. 490/481 - 420 BCE]

Many nations are not developing nations; but obviously,  a set of highly developed in - ‘advanced state of decaying nations’, in fact for they work - ‘on dogmatic religious ideas’; of late as they have  lost their track on what is a ‘meaningful governance’, just because lost touch with history, as we have ‘No Philosopher is our  Ruler today’!

Our problem is  a product of what we misread and misunderstand all  kinds of Histories !

Just because we don’t know ‘how to read our own mind’s predilections’; so we make bad mistakes!

Wherever we go, we do not go with our ‘heart’ (as if it is missing in us!),  so we fail;

so we make Confucius feel bad!
‘A man should practise  what he preaches, but a man should also  preach what he practices’.

Fact is:

‘The life which is unexamined is not worth living’ said Socrates - was he wrong? - No we are wrong for not appreciating words of wisdom  of the ages, for we live in delusion that we know all better - a definite deadly fall we will face is for sure.

[See what president Abraham Lincoln on his first inaugural speech to Nation on March 4, 1841, said. ‘The political hostilities of a generation were now face to face with  weapons instead of words.’ as quoted by P.G.T. Beauguard, general CSA in November 1884, as reported Manassary, for Century Magazine], a philosophical thought of Lincoln.

It is like, ‘if you get a good wife, you will be happy. If you get bad one, you’ll become  a philosopher and that is good for any man.’ ( even a ‘bad wife’ contributes for your mental maturity!), said Socrates. Every married man never understands, this fact,![ I know my own nephew is in that syndrome. You love a person and marry, soon you say ‘not compatible after a few years married life, how you could say incompatible, just because you suffer from some halucination syndrome. ]

Philosophy is found behind a designed thought due to intellectual instinct is one view. That way you develop a philosophy that is based upon your own ‘desire’, a contradiction;

- ‘Desire is the root cause of evil, that is what Lord Buddha said in his last hours, said better get into Nirvana stage he said, that  Schopenheur has said Christianity cannot overcome Buddhism for Buddhism is indeed superb in its perceptions, so no easterner would be convinced by christian erhics - See Pythogorus said, why he described himself as a philosopher, he said, ‘say in a festval  at Olympus, so many people converge , say businessman, some come to enjoy themselves; some others are ‘spectators’ and the spectators are the philosophers. They keep themselves free from the urgencies of immediate problems and practical necessities.[ Man must be delivered from  the clutches of practical interests, bound up with exterior  and material life, that leads to Dyana Yoga per se ‘Yoga’  ]. He compared  ‘human life’, with the festival at Olympia, meaning ‘every thing is seen in a festival the on looker without any concern(unattached condition), just enjoys as a spectator, that he is also a spectator in this festival of Life Olympia .[ Samkara points out, that the ‘essential qualifications of a ‘Seeker of Wisdom’ are a capacity to  to discriminate between the ‘eternal’ and the ‘non-eternal’, detachment from the enjoyment of the fruits of ‘action’, terrestial and celestial, self control and an ardent ‘desire’ for ‘spiritual freedom’.[ ...  ] [Plato, aim of all knowledge, is to raise us to the ‘contemplation’ of the ‘idea of Good’ - ‘the source alike of being and knowing’, and the ‘ideal philosopher ‘ is one, whose goal, at the end of life, ‘lived to the FULL, is always a ‘life of quiet, of undrawn stillness, of solitude, and aloofness, in which the world forgetting, by the world forgot,  he finds his heaven in lonely contemplation of the Good. That and that alone is really ‘life’. - ‘Blessed are the ‘pure’ in heart , for they shall see the ‘God’ [celestial bliss]. The purification of the heart - ‘chittasuddhi’, is a matter of ‘(mental) discipline’. Platonus tell us that ‘wisdom is a condition of rest’.[230].


    
If you do not know to ‘make hay while the sun shines’ ;

it is like, ‘when a soldier returns from the wars, even thoug he has  white hair, he very soon finds a young wife. But if a woman has only one summer; if she does not make  hay while the ‘sun shines’, no one  will afterwards have  anything to say to her, and she  spends her days consulting  Oracles that never send her a husband’. [means every governance ought to know  how to hay while sun shines’ very effectively*, if not there can never be any great ‘Economic Growth as such, so that way  Alexander Solzhenitsyn rightly said - ‘Economic growth is not only unnecessary, but [it is] ruinous., ‘if you do not timely use the economy reasonably well’.

  • *Politicians use the time for self financial growth under all corrupt means!

‘Man is the measure of all things: of things  which are, that they are so, and of things which are not , that they are not.’ - Protagorus.

So it is said, ‘No evil can happen to a good man, either in life or after death’ - ‘so if progress is slow, ‘Never discorage anyone….who continuously makes progress. No matter how slow’. All men are by nature  equal, made all of the same earth by one workmsan; however, we deceive ourselves , as dear unto God is the poor peasant as the mighty prince’.

Why I embarked on this idea, just because Gita says what? See below:

‘Renunciation  is to be practised  ‘not towards ‘work’ but  in its ‘Fruits of work’.

‘kamyanam karmanam nyasam
  samnyasam kavayo  viduh
 sarvakarmaphalayagam
  Prahustyagam vicaksanah.’ Ch.XVIII, 2.

Means,

‘The wise  understand by ‘renunciation’ the giving up works prompted by ‘desire’: the abandonment of the fruits of all works, the learned  declare, is the ‘relinquishment’. [This  thought - ‘inertia or non action’ is not the ideal. Action without any ‘selfish desire’ or expectation or gain, performed in the spirit that,  -(‘I am not the doer, I am surrendering  myself to the ‘Universal self’), is the ideal set before us.

The Gita does not  teach, the ‘complete’ renunciation of works; - but the conversion  of all ‘works’ into ‘niskama’ karma or ‘desireless action.

-  Samkara  contends, however, that ‘tyaga’(sacrifice) as taught  here is applicable to ‘karmayogins’ [qualifies] ( special ‘workers’), while for jnanins (knowlegeable), - ‘complete  abandonment of works is imperative’. Lord holds  that knowledge is incomparable with work.  

One day in 2009 in the month of May on 29th may be at about 9 am., Myself and my wife Nirmala at Nerul (New Bombay) (India) were discussing on ‘Saibaba’ of Shirdi, she suddenly became  overwhelmed with the idea of bhakti, just blind bhakti -devotion to God, I rationally said, blind bhakti alone cannot help, but you should have to reason it out;

else ‘devotion’ is just blind and it would you nowhere , but she was very vehiment by her thoughts, after so heated discussion,followed; Lord Krishna says same thing  in the Gita if you see the chapters, ...slokas...

I went to do my court work on my computer,  as I am an Advocate of Bombay High Court, at Mumbai , in Maharashtra; and was preparing to leave for the honorable Court;

she gave me my BP tablet, mild one, as I swallowed, as I have a  history of blood pressure;

And, I started fast working on my desktop,  suddenly I ‘felt dizzy and fell down from my chair’, and soon I tried to get up, but not to able to get up, I crawled to my bed.


Then summoned a nearby doctor, a cardiologist, he came and told me i should go to hospital as my BP shot up uncontrollably;  so I told my wife call my daughter in law to help my move to hospital; but she was to come from Thane where she was working.

She came some hours later, then  we went to hospital, in fact my building watchman had to lift me physically from my 3rd floor apartment down to auto rickshaw and thus, I was removed  to a nursing home; duty doctor laid me on rest on a bed till cardiologist and neurologist came;

[Where till the relevant  doctors came in the evening;] but, they gave immediately attention, by  resident medical attendants, who kept me on a nursing home bed;

the doctors came, a cardiologist and a neurologist , he tested my legs by his ‘usual hammer’, whether my leg gets sensation of hammer hits, when he realized,  he said paralysis is progressing and he gave some drips through my wrists;

then i was asked to get MRI scanning reports by midnight itself, it  helped to note I had a slight ‘blood clot’, on my right brain.. Treatment continued for 5 days and then I was discharged.


Soon , I was on  my recovering spree.

But i lost speech. Without speech how could I argue the cases, I asked my  juniors to speak in the court, while I wrote arguments, after all my clients rely on me.


This helped to realize the ‘my energies’; that only worked, that learning I could get from this ‘holistic’ paralytic attack;


but to realize it, it took for me,  again, some seven years latter, that way when I read ‘Gita’, I got several answers; not very easily, but several reads of the work of several commentators, but only Sarvepalli Dr Radhakrishnan’s works  gave me a reasonable understanding and clarity; philosophy is being ‘abstract ‘ perception, all cannot easily explain like Dr.S. Radhakrishnan who also became the second president in Indian democracy, that was the great idea of Indians then.

You need to read the slokas again and again with Sankara’s Ramanja’s  commentaries besides several others, but I did not get clues from several PhD’s thesis presented by modern scholars  on philosophy, but only Swami Vivekananda’s Chicago speeches in 1893 in the world parliament of Religions that assembled there.

What I was able to understand I summarize below:

Indeed,  the happiness,  everybody, wants, but they do not know what is the path, no doubt path is within yiour reach only.

Let me cite an example : Indians run for H1 B Visa to go to the U.S, for some outsourcing jobs, as if ‘India does not have any jobs that are relevant to India-

I wrote on the Times of India network when I saw, USIS is to take a lottery of 20000 jobs out several lacs of Indian applicants on 6 April 2018 for jobs in 2019

'it is high time indians need to be sensible not to be in body shopping business; if the governments do not know how to govern the country better resign but better politicians who can think some sensible business approach need to take over , just trash all existing political parties that are absolutely ran ran out of ideas of business and meaningful domestic manufacturing and like other allied activities...without sense no need to cause some prostitution of body shopping that is clearly indicating indians work on some old worn out ideas, every decade things change you need to change with times, else you are gone for ever, indians were creative community originally but now instead of showing to the world some sensible things, indians day by day turning out to be some kind of beggars, very very bad indeed.'

‘why people of India need to be angry with Modi is just because he does not know how the world works , after all no one is pilanthrophic, to provide you jobs, see Mr Trump says, he wants his 'white software workers' need to be employed in the US, he is not concerned of immigrant indians first they come as NRIs after a few years they settle down there, that he despises, as Indians in maharashtra talked about sons of the soil and rejected indians from other states entering in Maharashtra just because Maharashtra had jobs - that idea should have taught these politicians, how other nations will for ever tolerate indians flocking to the US, Australia etc this could for some time only till ;local availability of workers is scarce, not otherwise - such situation can come anytime why these 'senseless' politicians did not realize is the question any sensible Indian would ask these political worthies - the ordinary man is indeed having robust common sense unlike these lazy bums as politicians.’   

So it is indeed universal demand. That is not met instantaneously. Aim of life  in a society is based on some happy state . But for it , no society can survive, for it makes clear in search of so called happiness, everyone runs after in that pursuit only a lot of wars, murders and all crimes take place in this world.

In the pursuit of happiness passion only Duryodhana, Shakuni led Kauravas to their own destruction. Happiness does not lie in any possessions, lands, annexations, and any kind of wealth. That is is the secret of happiness.

World never been in any happy state by wars,crimes, murders, killings.
Only patience can lead said Lord Krishna in gita upanishad. Happiness cannot be achieved  as it is a different kind of modes that dominate the nature. Nature is absolutely Svabhava kind of  thought.

If man is ‘dull’ or ‘lazy’ that is ‘Tamas’ in Sanskrit language.  It helps nothing but creates more and more problems for group living that is Societal living. We mostly suffer from ‘dull’ state always. We are satisfied with ‘violence and inertia, blind approach to things, and  over and over again.’

When you read chapter VIII.sloka.44 read with  the thought of Mr. Gerard Herald’s perception in his work ‘Man the Master’(1948) , it emphasis,  the need for ba ‘Quadrite’ type of Organized Society. He writes: ‘It would seem then, that there have always been  present in human comunity four types or strata of consciousness (that only created a family if you look into any family    there is need of people to handle division of workloads - women look to handle the essentials of living needs, food, proper  nutrition management, of the family, and the women carried the food to their consort working on fields tending the crop and crop management, watering, domestic animals to be properly looked after to use in the ‘fields’ relevant. That way the same even now continues in rural families, not in urban families for ‘urbans’ think ‘top hat’, they change wife just because the man loses his cool with her son too she today, that way ‘divorces’ are rampant even in agriculturist kind of countries like India, for most men behave like Duryodana (durbuddhi man - meaning unwise foolhardy man) of modern times in a most modern ways.)  
The fact is, ‘you  need, a ‘priest’ in home, a  ‘warrior’ kind man, an agriculturist kind man - a ‘trader’, and one takes the burden  of services of home, a ‘servant’ kind; same is applicable to every Society, if you need a vibrant society as such.

‘We spoke of first level,  These are the eyes or antennae, the emergent seers and sensitives…… Below the eyes, are the ‘hands’ , behind the ‘forebrain’ are the motor centres. The  two mental classes below the ‘seers’, upper and lower middle classes, ‘the politician’ and the ‘technician’ - it is to them  that is mainly due  ‘our present crisis’ . The one by  the ‘great advances’, in administration, in social instruments, has made it possible for the monster states (big states) to exist - and so,  for their unresolved ‘crisis’- internal stresses to become ‘more acutely’ active.

The other,  by its even greater  ‘technical advances’ , in plant, in power machinery, in material ‘instruments’  has made our societies ‘hypertrophies’ - ‘Organisms’ of unbalanced internal structure and mutually ‘deadly’. Besides, ‘the two middle classes’, already made ‘unstable and disruptive’ , by their becoming ‘individualized’, there remained two basic ‘unspecialized, unquestioning’ class or mass - the ‘coherers’. This  class is not  only capable of faith, it will not hold together, it will not live without it (pp.133-7).

Mr. Heard  reminds us, that the ‘Aryan-Sanskrit- Sociological  thought, which first defined and named this four fold structure  of society, is as much  our India’s(page 145).[Indian Reservation ideas of today, obvious just a futile exercise, politically motivated, not meaningful, after all, anyone can be in any of the four classification of duties - priest, warrior. Merchantman , in service class, that cannot be determined by birth or heredity’ even Gita upanishad says Sloka 41 in Chapter VIII of Gita -



‘brahmanaksatriyavisam
  sudrananca  paranta
karmani pravibhaktani
 svabhavaprabhavairgunaih’
  
Meaning:(by translation)

‘(41) Of Brahmins, or Kshatriyas, and Vaishyas as also  of Sudras,
O conqueror of the foe (Arjuna), the activities are (only)
Distinguished, in accordance with the Qualities  born in their
(individual) nature ( Svabhava)’.

English meaning

‘The four fold order is not ‘peculiar’ to Hindu society (alone). It
Is  of universal application (in every society, if closely
studied).  This classification depends on types of ‘human nature’
(svabhava culture).  Each of the four classes has certain  well
Defined characteristics  though they are not regarded as
Exclusive.  They are not determined  always by ‘heredity’.

Explanation:

If passion (‘Rajas’) predetermines - ‘Wealth, and power and glory (if you presume, they bestow on you ‘happiness’, obvious foolery you indulge in - in fact, ‘True happiness of human beings cannot be mistaken as ‘Bliss’, for Bliss is not contained  in ‘outward possessions of ‘things’ - wealth, power, glory ; but in fulfilment of the ; ‘higher mind’ and ‘Spirit’ highly well developed; in the development of ‘what is most ‘inward’ in us.


This means, ‘pain and restraint’ but it will lead us to - ‘Joy and Freedom’(from any or all ‘bondages of wealth’ etc) - ‘we can pass  from the so called ‘happiness’ to real ‘knowledge’ (jnana) and ‘virtues’; then we become one with the highest (supreme) ‘Self’ and one with all ‘Beings’ (creations).    
There is No creature  either on Earth or ‘among Gods’ (divine) in
Heaven (mental conception by man, as heaven is on very earth, you    
can make it if you really  do things ‘unattached’ human being; if you  
are some attached naturally ‘your Hell’ very much is there on the very  
earth itself  Gita Upanishad says in clear certain terms only.   
Gita well defines in sloka 41, as cited above ; Gita asserts ‘You have to   
        support the well researched ‘Social Order’ by volition, not goaded by  
        Politicians for they might gosad you for their own ‘selfish ends’    
        obviously failing to appreciate they fall into very Hell  called their

Each individual needs to realize and ‘focus’ on ‘Supreme Energy’ that is very close to everyone of us and yet we don’t realize.

Destiny is the destination of every being that is renewal, time and again. In fact, Divine is close to you but yet cannot realize, for you are surrounded by ‘illusion’ and you live in ‘illusory life’ not realistic reasonable rational perception, for you are surrounded by every kind of selfish irrational politicians, for they  are mentally sick fellows you elect them to power and as you are also is such ‘syndrome like them’; so ‘you elect what you deserve’ otherwise your democracy you only trash, none else, you need to realize.

The one Spirit of the Universe  has produced the ‘multiplicity’ of ‘souls’ in the world.

‘Spirit’, is all pervading so it covers every soul after all every soul is something like ‘atom’ formation, if you treat Spirit is Supreme energy, if spirit represents some universe(s).

If each individual does , what is appropriate to him, if he follows the ‘law of his creation or beings’ (svadharma); then God divine energy - super power  would express himself, in free volition to these human beings; if at all that is vital; for the world, is to be done is some good deeds, by him, then there shall be no conflict as such, due to this man’s as (individual)  ignorance and ‘egotistical tendencies’ = the pride of power called some wealth(may be billions of cash= Nothing), and any glory (say as PM or President =Nothing); but yet these ‘possessions only cause meaningless’ ‘ego’ that endangers him, like it did for Duryodhana =  an evil force = he was killed, not to enjoy ‘the fruits’ of his efforts ), lost his ‘true bliss’ that was or is lost to such individuals, for ever is the principle.

No power however great cannot save such persons is said by Gita.

See we had Rabindranath Tagore, then Swami Vivekananda,then now we have amongst us Amartya Sen - ‘immortal Sen ,he thinks much better than any economist for a public policy is to be guided by a healthy politician; healthy politician can be only a reasonable  philosopher kind, who can think without desire probably for his selfish ends (but politicians are really selfish animals unfortunately), so Plato rightly recommended for a good ‘philosopher-King’!

Invariably, philosopher is one with a ‘healthy body and with healthy mind’; so he never wants anything on ‘selfish basis’ so he is to be like Sri Ram, Lord Krishna, Lord Buddha, Alexander, Ashoka, Akbar, Vikramaditya, Thomas Jefferson, Mahatma Gandhi, to name a few, for all these men really nurtured, and willing to nurture  ‘all poor persons-citizens’ to be brought up in a healthy surroundings in their own life time, in these sensible kings’ own life time.

See native Americans wanted , when their representative is not upto mark in public policy, that person ought to be ‘recalled’ under ‘Recall’ principle and recalling him is by a ‘Referendum process’; that process only rightly values and evaluates the value of public policy that is or  is to be followed.

So exemplary persons in History, were   Shri Ram, Yudhisthira, Lord Krishna, Alexander, Ashoka, Akbar, Vikramaditya, Shibi Chakravarthy, Thomas Jefferson (USA), Mahatma Gandhi  and the like that is why they were loved by people, in all ‘confederacies’; so ‘Confederacies survived’, once if the - representative King or Ruler failed, in his ordained ‘duties to people’.  Simply making Art 51A in Part IV A , in the Constitution of India has no meaning unless it is valued and used every time to test whether executive orv representatives fall within the ‘ambits’ of the Article.

Professor Amartya Sen , a Nobel Laureate in Economics says, ‘I am not, I am happy to say, an ‘Economist’. I being an economist thinker agree with him.
But he got Nobel prize in Economics, normally any may get any prize dedicated for anything, so ‘nothing wrong’.  I can visualize.

He rightly says, ‘I  have tended to keep from the ‘dismal science’, whose practitioners,  were once described as people who “knew the prize of everything but value of Nothing”.

Economists as a group were  widely seen as people obsessed  with ‘arcane theories’ and  endless disputations’:

so George Bernard Shaw rightly said, ‘If all the economists in the world were laid  end to end, they would Never reach a conclusion.’,  is ‘No exaggeration’ based statement.

What great ‘economics’ we all talk about? It talks ‘all senseless’ ideas, when it forgets natural resources only relevant for economists - else these men are some just ‘mystical men’  of mists only. Just joined money making politicians out of ignorance of poor man.

There is indeed always ‘the famous disconnection’ of most economists, from every day realities, has even spawned a ‘series  of jokes’.

His work, ‘Collective Choice and Social welfare’, a work on, ‘economic inequality and development’, Sen firmly established himself,  at the pinnacle of academic mainstream  of the discipline - ‘Economics’ . (His theoretical work formed  the basis for one of the few negative articles  on his ‘Nobel’, a panickety piece by Gene  Epstein in the New York investment weekly  ‘Barron’s which faulted Sen’s ‘fetish for ‘math-as-method’.)





Sen , as an Economist, does reach a conclusions, :
powerful and compelling ones:

  1. One ‘on famine’ he brought out  an ‘insight and wisdom’ to the ‘world’s  understanding of the recurrent tragedy.

  1. He recounts his own ‘shattering experience’ as a nine year old kid  during 1943 Great Bengal Famine - three million people died, [while precious food rotted  in ‘hoarder’s warehouses’ or ‘diverted’ (where is governance gone) to British war efforts!

  1. He says , ‘ I  would remember the harrowing experience (scenes) vividly, when more than three decades  later I tried to do an economic analysis of the causal antecedents and process es  of famines”.
 
Famines  are nearly  always avoidable;  they result  not from lack of  access to food; they are result of distribution failure for distribution is based on governance failures ; ‘democracy’  is one system of government  that can enable food to be distributed widely and fairly. It also of late fails, like recently, when Sharad pawar allowed food grains rot in godowns not protected from rains in FCI godowns in India  when he was some so called Agricultural minister in UPA government in india.

‘I believe  Economic analysis  has has something to contribute to substantiate ethics in the world  in which we live.’ says Shashi Tharoor; One can add, Sen’s writings and lectures (obviously, economic analysis,  by going beyond into fields that have nothing to do with economics as such) on Tagore and Ray , on indian secularism , on Human Rights and ‘Asian Values’ have all testified  to the breadth of vision and the depth of humanity of this remarkable chess play. One expects politicians of 21st century need to learn - that is intellectual eclecticism of his  intellectual range in his work - ‘The Argumentative Indian’; Indeed, he is one of the foremost public intellectuals of this period of time. Yea he was born in 1933.

Indeed he is a sociologist, a historian, a Sanskritist, a political analyst and obvious moral philosopher, but no politician likes , for his perceptions cross the crass politics.

Nobel committee  cited, His technical economist  and social choice theory (How his wishes of a society can be aggregated  from the diverse views of its members). He is indeed better known by his works  on famine, expanded him to a very wider audience - his proposition that there has never to be  in any healthy functional democracy, the chances of famines if distribution is well managed had attracted a lot of intelligentia -  the ‘Development of Freedom’ he feels, compels that it is to be more important to be be a ‘free the man’ more than the rich and that  difference is achieved politically, economically, and socially it will enrich and reinforce each other common man ; he feels women education is important , I add more than men folk, every nation can become wiser, an idea Gita says when Lord Krishna takes Draupadi's cause when she was disrobed by providing her the cloth instantaneously then thus protecting her from being ashamed , obvious gender issues in development  Sen worked , though some called somewhat eccentricity of Sen , while his concern is for the undernourished, and marginalised especially women all over the world that he well expressed by his thought provoking essays. He funded his Nobel prize funds to fund in India and Bangladesh to fund education and health care there for the poor and uncared for persons. He is a pilonthophist of very high order. He does not get interested in Economic philosophy  or philosophy of economics , but a pragmatist.

He likes to see in vedic verses that speculate  skeptically about creation and sciences, rationality, plural discourses and he wants the world to look in  to be benefitted - his views ‘My view of India, is of a vast broad civilization, which I’ve seen being miniaturised  by sectarians, alluding to the Hindutva movements in India he feels it is very bad concept of these so called narrow minded protagonists of the so called movement with their ignorance based interpretation, while he affirms  his own idea of India , as authentically plural and obvious tolerant civilization, as such, with a tradition of intellectual heterodoxy

Ashoka’s views simply followed by Akbar  1800 years gap between them his edicts promote the very same human rights, Aristotelian views on women and slaves Akbar did not buy, he exclusively promoted women and slaves rights in progressive society  what Ashoka promoted by sending his ambassadors in Sangamitra and Mahendra like to promote Buddhist ideals
Akbar declared ‘Delhi’ ‘No man should be interfered with on account of religion, and anyone is to be  allowed to go over to a religion that pleases him’, enunciating tolerance, as vital for anyone’s growth and perception, for tolerance of  a multitude of religions of regions , none of which enjoyed most favored state but all are to be equally treated alike - but Hindutva movement entered into confrontation with  the very idea of India itself of all embracing one.

  'tad viddhi  pranipatena
    patripurasena sevaya
  upadeksyanti  te jananam
    jananinastatvadarsinah' (sanskrit)

Means : Learn that  by humble reverence, by inquiry and by  service. The men of wisdom who have seen  the 'truth' will instruct thee in knowledge - Wise men  teach us, if we approach them in a spirit of service and reverent  inquiry. Until, we realize the God within, we must act according to  the advice who have had the experience of God. If we accept, in 'Sastras', or taught by the teacher in 'unthinking trust' that will  not do. Reason must be satisfied. 'He who has no personal knowledge but only heard of many things cannot understand the meaning of scriptures even  as spoon has no no idea of taste of the soup. You need the right free examination and inquiry. Blind obedience to an external authority is repudiated. Today there are teachers or leaders  who require of their followers 'unthinking obedience and dictates' like Mr Trump seeks. They seem to believe that the death of intellect is the condition of the life of spirit. Many credulous  and simple minded people are drawn to them -web- not so much by their spiritual powers as by the publicity of their agents and human weakness for novelty, curiosity, and excitement. This is against,  'jijnasa or inquiry , manana or reflection or pariprasana in the words of Gita. But mere intellectual apprehension will not do. Intellect can only give fragmentary views, glimpses,of the Beyond., but it does not  give 'consciousness' of the Beyond. We must open the whole of our inner being to establish personal contact. The disciple has to tread the interior path. The ultimate authority is inner light which is not to be  confused with the promptings of 'desire'. By the quality of service and self effacement we knock down the obstructing prejudices and let the wisdom in us shine. Truth achieved is different from truth imparted. Ultimately,  what is revealed in the scriptures, (pranipata- sravana) , what is thought out by the mind (pariprasna -manana) what is realized by the spirit through service (what Mueller does now) and meditation (seva- nididhyasana ) must agree  what plato says: 'A man should persevere till he has achieved one of two things, either he should discover the 'truth' about them for himself or learn it from someone else (that is now happening) or if it is impossible, he should take  the best and most irrefragable of human theories and make it the raft on which he sails through life experience.' (Phaedo, 85). Plotinus says - 'out of discussion we call to vision, to those desiring to see we point the path,our guiding in the way, the seeing,  must be the very act of him who has made the choice.' '(Enneads', VI,9,4). what is here is do a thing without any attachment - whatsoever, then , great minds of the past, reason about them, and intuitively apprehend what is enduring value in them. In spiritual life- that is Mueller is in now -  with faith coming first then knowledge and then the experience ,obvious the truth is expected to be revealed and guide him further to the attainment of illumination which he may reach...after all it is said self control discovers it to the man at last - so there is nothing on earth equal in purity to wisdom (stanza 38) He who becomes  perfected by Yoga finds this of himself,in his self in the course of time dimension. You all know Sri Ram is like Lord Krishna, a nimitha purusha meaning, they are some Avatars or incarnation of Lord Mahavishnu - a preserver deity- means they are not born and they are never dead - after all preservers obviously always there on earth in every life irrespective of religions or philosophies one follows - the dialogue goes on - Ramanuja develops in his commentary on  the ‘Gita’, a type of ‘personal mysticism. [‘Gita’  is not presented generally as some ‘metaphysical’ system of science based thought out by any ‘individual thinker or some school of thinkers’. Gita is set out  as a tradition that has ‘emerged’ from the religious life of mankind (of that specific period of time). It is articulated,  by a profound ‘seer’ who sees ‘truth’ in its many sidedness (manifestations) and believes it its extraordinary prowess of its ‘saving power’. Gita represents not any sect of Hinduism but Hinduism as a whole, not merely Hinduism  but religion as such (a perception), in its universality , without ‘limits’ of time or space,

[So Aldous Huxley  views - ‘The Gita  is one of the cleanest  and most comprehensive summaries  of the ‘Personal philosophy ever  to have been made    .  Hence, its enduring  value (importance), not only for Indians but all the mankind...The Bhagavad Gita is perhaps the most  systematic spiritual statement of the perennial philosophy.’ (Introduction to the Bhagavad Gita by Swami Prabhavananda and Christopher  Isherwood (1945)]

The suggestions  set forth in the ‘Gita’,  about the meaning  and value of the ‘eternal’ values  and the ‘value of existence, the sense of  eternal values and the eternal values and the way in which  the ultimate mysteries are illumined by the light of Reason and Moral Intuition provide  the basis for agreement in mind and spirit so essential for keeping together the ‘World’  which has become ‘materially (oriented) one by the universal acceptance of the externals of Civilization.’(3).  
 
In the ‘secret places  of human soul God dwells, but He is unrecognized, by it ‘so long  as’, the ‘soul’ does not acquire the redeeming knowledge . We acquire this knowledge by serving God with ‘our  whole heart and soul’. Perfect trust is possible only for those who are ‘elected’ by divine grace (of God). Ramanuja admits,  that the ‘paths of knowledge’ - ‘devotion’ and ‘action’ are mentioned in the ‘Gita’, but he holds, that its main emphasis is on ‘Devotion’. The wretchedness  of ‘Sin’ (what is far away from ‘Dharma’) the deep longing for the Divine, the ‘intense’ feeling of ‘trust’ and ‘faith’ in God’s all ‘embracing and conquering’ love, the experience  of being ‘divinely elected’ are stressed by him.

You have ‘No answer’ obviously; if you do decide to kill fellow humans, obviously you commit ‘abominable sin’ is well explained by Gita - anointment is only by unnatural violent death for your violent actions, as in battles; so BJP/VHP  & so on need to realize when you indulged in Babri Masjid demolition, you killed, fellow muslims in whom also Lord Vishnu as God particle dwell, per se Vishnu tattva (principle) of preservation besides in every human being - ‘in secret places of the ‘soul’, for soul has no religion or faith but it is just soul, faith and religion is some addition when one is born on earth only , else there is no such thing otherwise at all, - so you indulge in trying to kill the God in another body only. So the conversation between Sri Ram (never dying force at all) as he is very God Himself, eternally present in every ‘soul’ as Lord Vishnu - so Lord Krishna rightly say ‘You never kill any souls’ in the war or otherwise but you live in delusion (your irresponsible illusive imagination)  only when Lord Krishna responds to Arjuna when he tell him, how can I kill my great grandfather and other kins, when he was to shoot arrows against Bhishma on the battlefield, so too when Karna is killed unarmed when he was trying to lift the wheels of the chariot stuck in the mud - besides his protecting ‘kavacha kundalas’ were taken away by Demi god Indra?

From the reads it is clear, BJP/RSS and so on their cohorts destroyed Babri Masjid, indulged  in killing spree in Samjhota Express or at Ahmedabad took to siege the buildings where muslims lived, so too in Bombay when Shiv Sainiks  killed muslims - after all all souls though cannot be killed but these men simply removed the life from bodies of people who followed different faiths, so too Talibans or or any killing spree forces, for soul or life is some energy packed in some bodies, [after all ‘No energy can be killed’ at all but you just  hit other bodies and remove the ‘life giving energy’ called God particle or scientifically the 12th particle - Nuclear Physics ‘Boson..experiment at ‘CERN’ LH Collider in Switzerland in 2012].

Consciousness  presupposes a subject  and an object which is different from ‘consciousness’ which is regarded  by Ramanuja as a dependant substance (dharmabhutadravya) capable of steaming out.

The ‘ego’ (jiva)  is not unreal  and is not extinguished  in the state of Liberation. The Upanishad  passage ‘tat tvam asi’ - ‘that art thou’ means ‘God is myself’, even as ‘my  soul is the ‘Self’ of my body. God is the supporting ,controlling principle of the soul even as the soul is supporting principle of the body. God and Soul are ‘One’, not  because the two are identical but because God indwells and penetrates the soul. He is the inner guide ‘antaryamin’. He(God)(antaryamin)(who dwells  deep within the soul and as such is the principle of its life. Immanence, however, is ‘NOT IDENTITY’. In time as well as in eternity, the ‘creature remains distinct from the creator.

It is said, ‘many think about after death would he get heaven?’

Such idea is indeed  futile, some ‘desire’ based, but that ‘you shall not desire’ says Gita Upanishad, else,  you will always live in Hell, anywhere, if you have not become ‘desireless’ but desire is pestering you, if you give in ‘desires’ you cannot disentangle from ‘Hell’ wherever you go.

  Far more, than anything else that you shall ensure   ‘your present life to live peacefully’ else, is at stake your own present life.

If you are a ‘full’ man of wisdom you shall not desire anything on selfish ideas, says Gita Updesh in Gita Upanishad.

Inertia  or non-action is not the ideal.  Action without selfish desire or expectation or gain, performed in the spirit of   that ‘I am not the ‘Doer’, I am surrendering myself to the ‘Universal Self’ is the ideal  set before us. The Gita does not teach to Complete renunciation of works but the conversion  of all works inti ‘niskama’ karma or ‘desireless action’.

[Sankara  however contends,  that [‘yoga’ (discipline) - tyaga (sacrifice) as taught  here is is applicable only to ‘karmayogins’ (workers), while  for ‘janains’ (knowledgeable) complete ‘abandonment’ of work is imperative. He holds that knowledge is incompatible with work.]

In stanza 3,  

‘tyajyam dosavadityeta
 karma  prahurmanisinah
yajnadanatapahkarma
na tyajyamiticcare’


Means

‘action  should be given up as an evil’ , say some learned men: others  declare that, ‘acts of sacrifice, gift and penance are not to be given up’

From this reading - ‘one can interpret 1992 Babri Masjid demolition being an ‘action based desecration’ by BJP/RSS/VHP/BD men, should have been given up as an evil’;
Like in Christian ethics, ‘Treat thy neighbor as thyself’ is a commandment - may be the idea borrowed by Jesus Christ from Lord Krishna as Jesus was born in the East like an Eastern Star, if not contested by Christians the word ‘borrowed’, they can say  Jesus mindset is like that of Lord Krishna in other words. But his ‘vision’ of ‘Sarva Dharma Sambhava’ - a credo of Hinduism [‘all religions are equally worthy of respect], and be respected, any civilized Hindu would say, any civilized man] - is the kind of Hinduism  practised by the vast [majority of Indian Hindus anywhere in India besides anywhere in the world Hindu movement,] [not by conversion practices - after  all any desires can follow not necessarily being a Hindu is the basic thought dimension of Hinduism doctrine, if interpreted without any kind of dogmas ]   majority of Hindus, whose ‘instinctive’ acceptance of other ‘faiths and forms of worship [none can appropriate any religion for one’s oneself is the basic principle of any religion, more particularly of Hinduism, so it says it is a ‘culture’ ] has long been the vital  ‘Hallmark of Indianness’ well projected by no less an authority than very Swami Vivekananda in 1893 at Chicago, in the US.

only absorbing culture only can save humans and humanity from any massacres or holocausts from the hands of rank ignorance many suffer from in any religion or faith,  is the principle rightly brought out by Swami Vivekananda in his speeches in 1893, at the parliament of religions ;

Why that conference is called parliament if religions , for religion itself founded on the principle of democratic fundamental rights - ‘think sensibly, think for the welfare of all, Welfare of all humans, welfare of animals, welfare of ecology and environment, welfare of all stakeholders whether animate or inanimate, for all living peacefully will bring a state of peace lovingness, never any will attack any other forms of living non living beings, for  Religious philosophy based thought is the holistic philosophy for philosophy knows ‘No violence;’ at all;

Parliaments are places, one can think freely but holistically without harming any but working things allowing ‘free thoughts’ to experience bliss on the earth too as in heaven; but that is not happening because ‘narrow mindedness takes over but that ought to be desisted is the thought rightly said in the discourse of Swami Vivekananda, that only made a standing ovation from all representatives of all religions or faiths all over the world assembled there at Chicago, that way Chicago became a cynosure of all the world around in the forms of all kinds of faiths - beliefs - after all beliefs only reinforce sensible things, so irrational beliefs or thoughts ought to be nipped in the bud, else harm will be worse than Nuclear attack on human race as such - so keep control on your irrational  ‘anger’ that anger only makes you a ‘psychopath’ you see such situations in Taliban, fundamentalists of any faith, for they are the promoters of all kinds of irrational senseless destructions;

Religion is always based on philosophical perception driven idea only, not settled by any battle ax.

- so the Montesquieu idea of ‘separation of powers’ came into being, as an essential component of governance, as the ‘day to day’ functions of Executive or any other organ like ‘Congress’ or ‘Senate’ ‘do not have time’, to really and meaningfully appreciate, the real ‘inner meaning’, ‘sensitiveness’ of the very ‘article’ of the constitution; as Constitution is like some ‘Vedic’ doctrine-like or a Biblical principle like or any such comparable  principles;
     
So it has become  ‘right reality’ of the very need of ‘Separation of Powers’, every advanced Constitutions of the World duly have to  appreciate; lest justice delivery system does not have to fail, that is the essence of any ‘democratic institution’ as the stakeholders are the citizens like in religious doctrines, the followers of the very religion and its practices.’, depend upon the saints or seers or preachers.

Why there is a need of courts? ;

Why there is need of temples, churches, Synagogues, mosques,..?

Why saints, seers, priests, mullahs, why priests, Rabbis, monasteries and so on ...gets   reasonably answered automatically?

Swami Vivekananda at  at Chicago convention set out  his philosophy in simple terms; and really made simple but i still  wonder did the people present there understood him. If it does not fit John, or Henry,  he must go without a ‘coat’ to cover his body.

This Hindus  have ‘discovered’,  that ‘the absolute’ can only be realized , or thought of or stated,  through the relative, and the images, ‘crosses’, and ‘crescents’, are ‘simply so many symbols’ - so many ‘pegs’ to hang  spiritual ideas on.

It is  not that this help  is necessary for everyone, but those that do not  need it, have ‘no right to say’,  that this is wrong.

This assertion, of Swami Vivekananda’s is being  contradicted in the streets of Calcutta by those in 1947 by those,  who claim to be reviving his faith in his name, is indeed preposterous one can say with assertion.

all those  so mobilized act in accordance or tune  with their ‘tenets’ (principles) (many times I wonder whether religious leaders do know to formulate principles),  (indeed it is doubtful whether ‘tenets’ really  gave them such ‘power of authority’ - see Asaram Bapu forced young girls in sexual surrender to him, from which tenet he got? So in Gita Ch.IV stanza 4 Gita rightly clarifies - ‘you shall not blindly follow any teacher if it fails in your own reasoning), of their religion.

[Nevertheless, it is  all those kinds of men who call themselves as ‘guardians’, (who made them   ‘guardians’) of religion’; (in fact, ‘dubious representation of fact’), in fact,  just ‘because they failed to realize what they can do what they cannot, that way they just took over a role not allotted to them , like today the other day  Indian PM Modi wanted the Judiciary need to cooperate with his PMO kind thought, while he has no right to seek from judiciary that ‘leverage’ for he is obviously prohibited  by very Constitution of India, for he went on misreading the constitution like all ‘Sangh’ parivar’ (their party and fellow RSS). Man needs to be as broad minded as possible. Never be caught in the philosophy of that every man is an island, after all man thinks in groups the group itself some great ‘island’ that thought only drove man to kill and attack each other, like Hitler did  with Jewish community as some anti Semitic and like that, that way Hitler just meaninglessly killed six million Jews in the so called Holocaust then, in early 1940s.

In Indian Constitution we or you have Article 19, that is like the  First Amendment of the American Constitution, why Indian Judiciary is failing to understand in spite of modern education, so we say, Indian education is very badly failing its role in the life of Indian, i am driven to think  since last 68 years! USSC decision, must symbolize  an ‘accelerating integration’ of our moral life, the moral regression, not development of the race. In this ideal Indian SC judgement to be on Ayodhya like some land property case if decided that ought to be accepted by all and sundry, besides BJP and RSS, s my considered thinking, else the case will be simply perpetual for years to come as none can understand the real fact whether there was Sri Ram Mandir at the site before Babri Mandir sri Ram came into being some 400 years or so, while fact remains funny ‘you  say Sri Ram was existing in Krita yuga and that yuga ought to have been some thousands of years before, when so why one need to build the temple some 400 years back - ‘nothing meaningful seem exits - except some vendetta of RSS or BJP men only are simply the root cause of creating wedges between communities, by some ‘fanciful claims’, these fanciful thoughts has no place in rational domain of man.


USSC entirely misses,  Chief justice Mr Rehnquist’s point  in the case . [Properly resourced, organized, and motivated, the institutions of government can develop the knowledge to think independently, and the resources to push back against the claims of the mobilized and wealthy in the name of the immobilized. Government cannot do this if its capacity to collect and process information has been systematically dismantled. Yet this decimating is exactly what has happened to the institutions of the United States in the last few decades. With few exceptions, our policymaking institutions are losing the ability to think for themselves. In some cases, it’s already gone .

Then sometime around 1980, government capacity just flatlined. Congress stopped hiring, then began cutting. Today, the Government Accountability Office (GAO) and the Congressional Research Service (CRS), which provide nonpartisan policy and program analysis to lawmakers, employ 20 percent fewer staffers than they did in 1979. The same pattern of diminished in-house expertise is true throughout government. As the University of Pennsylvania political scientist John DiIulio has noted, the number of federal bureaucrats declined about 10 percent between 1984 and 2012. At the same time, business lobbying, political polarization, and wealth inequality all started their steady and unmitigated increases. Put simply, the pressures have increased. The ability of the government to deal with them has not.

To change existing law, one must understand existing law. The more expansive and complex the law, the more specialized knowledge it takes to become an expert. Government can invest in resources that would allow it to acquire this specialized knowledge, or it can rely on externally provided experts with a material stake to help it draft and enact laws. For decades, we have chosen the second.
All three types of complexity are only going to keep growing. (What intervention could possibly stop them?) If we continue on our current path of not giving the government adequate policy capacity, the gap between what our policymakers need to know to effectively govern and what they actually know will only increase. Corporate lobbyists and the most ideological of “the people” will continue to be happy to tell our government what to do, and how to do it. Lacking their own capacity, government will have no other choice but to increasingly turn to them for help. And lacking their own knowledge, policymakers will have an even harder time evaluating these analyses and suggestions on anything other than quantity and volume

Imagine that you are a rank-and-file member of the House. Your small office of at most three or four policy staff is already stretched thin. The policy staff are also likely to predominantly be in their twenties or maybe thirties, something that shocks observers from abroad. In the 2009 movie In the Loop, a senior British civil servant, upon meeting an American twenty-something in a suit, trenchantly observes, “He’s probably running something relatively major …They’re all kids in Washington. It’s like Bugsy Malone but with real guns.” If your constituents knew just how much you delegated to your fresh-faced staff, they too might be shocked. Your staff may be bright and energetic and have genuine power (because you are too busy fund-raising or smiling before cameras somewhere, and therefore must delegate). But they don’t have the serious policy chops that can only come with years of experience.

The federal government across all its branches has experienced a deterioration in its ability to acquire, process, and analyze information. But the problem is especially urgent in Congress, which is at the center of America’s current governing crisis.

How bad is the staff pay gap between Congress and K Street? Even those in the top 90 percent of salaries in personal congressional offices are barely at $100,000. Median salaries in member offices are consistently below $50,000. Committee staff earn more, but even those in the top 90 percent are only earning about $160,000, which is what a first-year associate at a Washington law firm earns. A Sunlight Foundation analysis done by one of us (Drutman) found that the median lobbying revenue a former government staffer generated in 2012 was $300,000. This is a good proxy for salary, since lobbyists tend to be compensated based on the business they bring in. Those with solid committee experience, however, should expect to earn well above this median.

As a corporate lobbyist told one of us (Drutman), “It’s tough to live off the government paycheck. You make so little money. One of the big things that’s wrong with the system is that somebody finally learns their job and then they have to move on, so you have a bunch of young folks who turn to lobbyists to figure out their jobs.”

The primary way that campaign contributions and lobbying may dampen economic growth is via a practice known as rent-seeking—the process of seeking income through special government favors rather than through productive economic activity. When firms and individuals engage in rent-seeking behavior, it has several negative effects on economic growth. Not only do people spend more time and money trying to get a bigger piece of the economic pie for themselves rather than trying to enlarge the pie, but the policies they seek are often wasteful, inefficient, or even harmful. If rent-seeking is a successful strategy for businesses or individuals, it can impose great harm on society by slowing or even stopping economic growth. As Nobel Prize-winning economist Joseph Stiglitz explains, rent-seeking not only wastes tax dollars on unnecessary or inefficient projects—redistributing money from one part of society to the rent-seekers—but it is a “centripetal force” that hollows out the economy because “the rewards of rent seeking become so outsize that more and more energy is directed toward it, at the expense of everything else.”

While it is impossible to quantify the economic harm done by rent-seeking to the American economy, this issue brief reviews the literature and finds that the harm is likely quite significant.
Certainly, not all money in politics is spent for the purpose of capturing private favors, but there is evidence that at least a significant percentage of it is. Most Americans do not make campaign contributions or lobby politicians. Rather, the vast majority of money spent on these activities comes from wealthy citizens and business interest groups. Moreover, studies find that businesses with the most to gain from favorable public policy engage in the most political activity.
Even worse, research indicates that campaign contributions and lobbying often help shape policy outcomes, which suggests that rent-seeking efforts are often successful. While disagreement exists about how much influence campaign contributions and lobbying have, money in politics seems to be most effective in shaping the outcomes of issues that are less visible and less ideological, exactly the type of special favors one would expect rent-seeking to target. Furthermore, there have been several findings that show a clear relationship between specific instances of lobbying or campaign contributions and government favors. To take just a few examples:
  • One study found that increasing lobbying reduces a corporation’s effective tax rate, with an increase of 1 percent in lobbying expenditures expected to reduce a corporation’s next-year tax rate between 0.5 percentage points and 1.6 percentage points.
  • Another study based on data from 48 different states found that a $1 corporate campaign contribution is worth $6.65 in lower state corporate taxes.
  • Finally, federal contracts were more likely to be awarded to firms that have given federal campaigns higher contributions, even after controlling for previous contract awards.
These findings are deeply troubling for our democracy and our economy. And, unless actions are taken, the damage is likely to grow worse in the future. With recent court rulings knocking down important restrictions on money in politics, rent-seekers will have even greater opportunity to seek special favors, doing further harm to the economy.

Rent-seeking

Most economists agree that rent-seeking causes a net societal loss that harms the economy. Rent-seeking involves spending resources to influence a division of profits, instead of creating a good or service that other businesses or individuals are willing to pay an amount that exceeds the cost of producing said good or service. While rent-seeking exists in both private and public forms, the scope of this paper is the discussion public rent-seeking and specifically two public rent-seeking activities—lobbying and campaign funding.
When engaging in rent-seeking from public institutions, businesses and individuals may seek favors from the government through both legal activities—lobbying and contributing to political campaigns—and illegal strategies—bribery and corruption. What identifies rent-seeking behavior is that resources are spent in an attempt to influence policy in order to obtain a greater share of benefits. The benefits targeted by rent-seeking vary but include: profits from state-created monopolies, favorable government contracts, beneficial regulations, tariffs that dampen foreign competition, and tax preferences and subsidies.
The major economic concerns of rent-seeking can be categorized into three types of inefficiencies:
  1. Resources are wasted engaging in rent-seeking.
  2. Policies sought by rent-seeking result in an inefficient use of resources.
  3. Rent-seeking policies may prove so destructive that they cause resources to sit idle.
The first inefficiency created by rent-seeking is that private resources are intentionally wasted on pursuing and competing for rents rather than producing economic gain. An important caveat of this waste is that it is irrelevant whether or not the rent-seeker achieves the sought-after policy goal. What triggers this waste is the fact that time, effort, and resources were diverted away from producing goods or rendering services that others are willing to pay for and instead used to influence policy for private gain.
The second economic concern of rent-seeking behavior is that the policy positions sought and protected create a misallocation of government or private resources. In the case of government resources, it may be that scarce government revenue is used to create a special interest tax subsidy instead of investing in research or infrastructure that would be more beneficial to society as a whole. Private resources may also be misallocated. Without proper regulations, for example, banks may overleveraged themselves if they believe that the federal government will bail them out.
Finally, rent-seeking could prove so harmful to the economy that not only are resources not used in the most efficient manner possible, but they are actually idle. During a recession or its aftermath, for instance, workers are unemployed and significant capital remains on the sidelines. Indeed, some argue that the 2008 financial crisis—the effects of which we are still suffering from—was fueled by rent-seeking behavior.

It is like, ‘Politics in India’ that tends, to be seen  in close focus. If one watches Indian parliamentary debates on a television screen , with ‘ cheerful shouting’, ‘cross talking’, references to ‘the creamy layer’ ( privileged people from minority  communities who benefit from so called ‘affimitive action’ (obviously not tenable under Article 14 of the Indian Constitution, as right to equality is just equality with other person only - Nothing more Nothing Less’)  with its so called ‘ frequent acronyms’, (that might  be left unaware , ‘what might be the subject under discussion’), - Indian politicians love ‘intrigue’ and detail, and like to turn debates  about ‘so called policy’ intio philosophical discussions, but they tend to avoid  drawing back from the ‘close focus’ to look at the wider picture. This is the problem of the world, but in India, ‘it can be acute’ like American men in collusion with  the ‘intriguing politicians’, who denied women’s rights’ , at every point of time, (but had to be tenaciously faught like American women),


Obviously politics in the U S the men even today, never like women to hold power - if you look at very Mr. Donald Trump who vociferously attacked Ms. Hillary Clinton when she contested president election in 2016, but Mr Trump is accused of using Russian Putin’s adinistration to torpedow the ‘votes’ by rigging by all kinds of means, mean , American man does not like woma to rule over, as if ruling is masculine birth right, not realizing there were people like Cleopatra, Queen  Bloody Mary, Mary Queen of Scots, Queen Elizabeth Ist , Queen victoria, now Queen Elizabeth II in the UK...to name a few, (but American man would not like  a Margaret Tatcher, May now.. What freedom Americans talk about any might question)      Obvious American man is self centered even today, when you see when he talks on Nancy Pelosy, a senator, and others
In fact, American women from 1850 on fought well by their own writings, that
way new women are birn today in America. [Freedom is not complete in the US today even, new American women need to fight their way further down the line..
Problem is the ‘human minds are funny’, to grasp things very fast, though assume they can. In fact ‘Not’.

It is right Elizabeth Robbins rightly suggested in the face of what George  Eliot and Margaret Fuller failed to further the cause they advocated because they tries  to ‘to do alone’ what can only be ‘accomplished’ if women writers work together’.(Elizabethe Robbins, ‘Way-Stations’, (NY .Dodd , Mead, 1913,), 73 -

They form an entirely  ‘unique class in whole range of female literature’.(Williams, Hungry Heart’  136)

In fact Howe was well respected by Horace Wallace, with whom  she spent a great deal of time visiting monuments and discussing  from philosophy to their similar traits as ‘redheads’.Indeed, he treated Howe as an intellectual  equal and urged her develop ‘Literary genius’.

Man includes all sexes of mankind which might face in the day to day ‘occurrences’ of things, after all all occurances are based upon some regularity principles, that regularity doctrine only made artificial inteeligence to overtake very Man himself though man only constructed the very ‘artificial intelligence’; that idea only led to internet what we daily see in our daily lives, so ‘Man in the Open Air’ is obviously a fsactual surmise, both mentally (intellectually) and physically.

When you see in the US, you find Mr Trump once in power as president of U>S, he is manipulating things in his own way, and if anything obstructs his ways, he tries to nip that is his strategy of victimizing , see he removes, an FBI guy, at his time of retirement, he fires him to ensure that he shall not get his ‘pensionary’ benefits,  for Trump’s own advantage, not Mr Trump saves tax payers moneys, but he misuses his obsession of power that had gone to his head uncontrollably, how we can’t call him a slave of his mentality of making others ‘slaves’, for his own purposes, if one rejects Trump’s ideas for his own betterment at the cost of others , here he just puts the whole Nation as his own ‘slaves’!

Therefore, ‘Man in the Open Air’, misuses ‘things’, for his own purposes, as very Whitman saw when his books could not sell, he need  to create some market for his own books for that, he wrote his own ‘book reviews’ on his own books, in so many different names by very  Whitman himself; we also saw how someone helped him by moneys when he needed for day to day living, he took it but he never returned the moneys he borrowed, that way he converted that benefactor into his own slave, for that lender has to face unnecessary strain for having helped this very man in Whitman!

‘Jnanam jneyam parijnata
trivida  karmacodana
karam  karma karte  ‘ti
Trividhah karmasamgrahah.’ (Ch.XVIII.  18)

Meaning, ‘Knowledge, the object of knowledge and the knowing  subject, are the threefold incitement to action: the instrument , the ‘action’,  and the agent are the threefold composite of action . this is further explained in chapter XIII, 20 -

‘Karmacodana refers to the  ‘mental planning’ and ‘karmasamgraha’ to the actual execution of the action and each  has three aspects. i.e.,

‘karya karana kartartve
hetuh prakrtir ucyate
purusha  sukhadukhanam
bhoktrtve  heturucyate.’

[Meaning

‘Nature  is said to be  the cause of effect, instrument and agent (ness) and the ‘soul’ is said to be  the cause, in regard to the experience of ‘pleasure and pain.’ [ ‘Karyakaranakartrive’, there is another reading too - ‘karyakaranakartrtve’ = (see Franklin Edgerton: Bhagavad Gita, vol I, p, 187, note - ‘The body and the senses  are produced by ‘prakrit’ and experience of pleasure and pain is by the ‘purusa’ subject to certain limitations. The blissful nature of the ‘self’ is stained by joy and sorrow on account of its identification with the objects of nature.’ ]   

that way,

‘19, ‘jnanam karma  ca karta ca
tridhaiva gunabhedatva
procyte gunasamkhyane
yathvacchrnu tanyapi.’
[Knowledge , action and the agent are said , in the science of modes, to be  of ‘three’ kinds only, according to difference in the ‘modes’. Hear thou dyly of these also Lord Krishna tells Partha (Arjuna) - ‘The Samkhya system is referred to and  it is ‘authoritative’ in some matters though not in regard to the highest truth.] (425)



We always suffer from mediocrity in us, that is what ‘Gita’ high lights. This assumes due to several reasons mostly out of anger, that way ‘crimes’ are committed.

See anywhere in the world most of the crimes follow on account of sexual reasons. Same reason is highlighted in Gita too. Duryodhana wanted to have a forced sex on Draupadi, Pandavas wife, obvious cousins’ wife. For that, he sees an opportunity, when one of her husbands, puts her as a pawn in his dice play, he too acts in haste, as he was overpowered by the desire to play ‘dice’, so he proves, ‘desire’ if uncontrolled, that is the beginning of misery is stated by Lord Buddha, not without reason.

Desire is the root cause of all kinds of crimes. We see everywhere on the globe.

See, Modi as PM of India, wanted to have a bullet train to run between Ahmedabad and Mumbai, so he entered into an agreement with Japan when he was  on a visit to Japan, with an idea to develop trade; not with the intention of getting a contract for establishing a fastest railway service between Ahmedabad and Mumbai, for there is already very super fast train services are already in existence, if so why he need, a ‘bullet train’ at such a prohibitive costs, that is tying up for a repayment plan,  from tax payers’ moneys that revenue could generated over decades only, obvious, ‘desire’ syndrome. So, he lost his balance asa PM of India.

Similarly, Hitler in Germany wanted to build its economy very fast, so he wanted to make Germany as the police force of the whole world. With what result. He made Germany to get divided by the Allied forces under its commander General Eisenhower of the U.S. Why, allied forces was touted, Hitler was ruthlessly attacking whole Europe, besides killing ruthlessly the jews, by calling them as anti-Semitic origin, therefore. You may get an idea that might give you enormous ‘energy’ to put up ruthless fights, that way he killed about 6 million jews it is said. The very destructive ideas would kill you, that if one cannot fight individually, naturally, affected nations or countries would group up to fight any force meaning, any powerful destruction by  men could be countered is the statement of thought. That way Europe roped in the USA to take on destructive Hitler, that turned to be the Allied Forces under General command of the U.S, led by General Eisenhower. That way Germany got defeated. One can visualize how ‘Desire’ drive you mad, that had happened in Germany in 1940s, Germany was routed by 1946 once and for all; it got divided as ‘West Germany’ and ‘East Germany’ , as world never trusted then Germans for world thought ‘Germans’ as the most unreliable race, as in Mahabharatha war how Kauravas were treated by whole of India then.

Why ‘Kauravas’ just because they suffered from insatiable  desire to take over the territory under Pandavas,(and) as Kauravas nurtured hatred over very cousins, just  because people loved Pandavas. The root cause was ‘desire’ engined by ‘hatred’; while in Germany by the desire to rule the world by all means enfined by a person, just a painter who served in the German Military , who somehow other pushed up the ‘passion’ for Germans, to rule the world, like Duryodhana’s maternal uncle drove in the passion to take over Pandav piece of territory, though Pandavas’ most fertile territory was taken over by an arbitration sponsored by  their very great grand father Bhishmacharya to ensure peaceful existence among cousins; did it work, No, just because ‘desire’ devoured the Kaurav cousins - the ‘desire’ made the Kauravas to strategize a plan to lure Pandav King in Yudhisthira for a play of ‘dice’ knowing his vulnerability for play of ‘dice’ - that shows any ‘vulnerability’ might land you in over expectation syndrome ‘psyche’, that ‘psyche’ did not bend the Kauravas even by Lord Krishna’s ‘diplomacy’ ideas of just asking the Kauravas to grant just five villages, once Pandavas came from Agyatvas, as they were prescribed to undergo to get back very lost territory; that way very idea of ‘contract’ just  breached thanks to Kauravas insatiable ‘desire’ to destroy ‘Pandavs’ - this shows, any ‘inordinate’ desires would make you break with impunity, very contractual understanding is, verily highlighted in Mahabharat war.

Today, in India, when once  India got independence from the  British Suzerainty, did the ‘desire syndrome’ that   gained momentum in 1947, that led to partition of India, by causing innumerable massacres, just due to desire of the fellow citizens - Muslims and Hindus - for centuries - not to live together for each suspected each other’s intentions of harmonious neighbourliness.  Similar effects Indians pursue by so called ‘divide and rule syndrome’ we suffer from.

Vote bank politics is meant for survival of the parties, obviously; not for the harmonious living of people, that way, V P Singh brought the backward classes idea from a document of Mondal which document relies on a most unreliable statistics of 1919 british government of India. Even, John Maynard Keynes said at India House in London the statistics generated on indian population  and census not really reliable so he wanted the Britain to examine the documents and appoint right statisticians.


If you read  Gita. Ch XVIII, 20;

‘Sarvabhuteshu yenaikam
 bhavamavyayamiksate
avbhaktam vibhaktesu
 taj jnanam vidhi sattvikam’

Means

‘The knowledge  by which the one Imperishable Being is seen in all existences (substances) , undivided,  know that, knowledge is of ‘goodness’.



Ch. XVIII, 21:

‘Prthaktvena tu  yaj jnanam
 nanabhavan  prthagvidhan
vetti  sarveshu  bhuteshu
 taj jnanam viddhi rajasam’

Means

‘The knowledge  which sees multiplicity of beings in the different  creatures, by reason of their separateness, know that,  the knowledge is of the nature of ‘Passion’.[Passion is not reliable but will lead to innumerable problems - that way Lord Krishna tells Kauravas , ‘Be sensible’ not be taken over by passion based senses.’]


Ch.XVIII, 22:
